The General Presidents` Project Maintenance Agreement was designed to provide contractors who perform ongoing additional maintenance work at industrial sites in the United States with skilled and highly skilled craftsmen, using a nationally negotiated collective agreement that provides the condominium with numerous cost-saving measures. The National Construction Agreement aims to promote the efficiency of all construction work. provide for the peaceful settlement of artisanal disputes without strikes or lockouts; and encourage the timely and cost-effective completion of the project. The agreement provides for standard working conditions; creates a vehicle for maintaining harmonious working relationships in the project; and ensures optimal productivity and eliminates various factors that contribute to construction delays. The agreement is managed by a high-level international representative from each of the 14 participating trades, as well as an administrator from the construction department, the AFL-CIO and the Contractors Associated Maintenance. The agreement has been in existence since 1956 and generates millions of hours of work every year. This method uses the well-structured and effective training programmes of craft trade unions developed at national level by trade union training organisations and made available to local training centres for implementation. The NMAP, developed by a tripartite committee composed of representatives of international unions, national maintenance companies and representatives of utility companies, takes into account the knowledge gained from union apprenticeship programs and the experience of unionized workers and provides evidence of fundamental knowledge and skills. The department has had a contractual relationship with VAT through the Tennessee Valley Trades and Labor Council for nearly 60 years. During this period, TVA`s construction and maintenance needs created thousands of jobs for artisans and kept supply rates low to benefit all inhabitants of the valley. A project employment contract (PLA) is a collective agreement before hiring, which sets out the working conditions of one or more construction projects. AAS was first used in major public works projects of the 1930s, such as the hoover dam.

Since then, in the United States, many major and complex projects, both public and private, have been successfully built with the PLA model, such as kitsap Naval Base, Cove Point – LNG Export Terminal, LAX Airport, the Tappan Zee Bridge Ersatz and each of Toyota Motor Corporation`s North American production sites.
